Representative Samuels moved and asked unanimous consent that the                                                               
following committee substitute be adopted in lieu of the original bill:

    "An Act relating to uniform traffic laws and to operating a vehicle                                                         
    while under the influence of an alcoholic beverage, inhalant, or
